The Department of Information and Communications Technology (DICT) and fintech app Maya formalized an expanded collaboration during the Singapore FinTech Festival 2025 for âreliable digital paymentsâ within the eGovPH App and Private Express and Messengerial Delivery Services (PEMEDES).
Under the partnership, the two entities will develop embedded financial services that are said to give users smoother transactions, access to digital tools such as savings and credit, and personalized incentives.
The expanded collaboration of DICT and Maya is also seen to encourage digital adoption.
âThis collaboration with DICT helps bring essential services closer to every Filipinoâwhether theyâre paying for a permit, running a small business or working to support their families. Our role is to make the technology simple, secure and genuinely helpful, so more citizens can participate fully in the digital economy.â
Orlando Vea, Chief Executive Officer, Maya
In a press release sent to BitPinas, Maya revealed the partnershipâs key areas:
âOur collaboration with Maya strengthens the backbone of the eGov ecosystem. By enabling seamless digital payments and expanding access to financial tools such as savings, credit and insurance in the eGovPH app, we move closer to a future where government transactions are simple, secure and truly accessible to all Filipinos.â
Henry Aguda, Secretary, Department of Information and Communications Technology
Meanwhile, the expanded collaboration will also support the PEMEDES, which is the national regulatory framework overseeing licensed delivery operators and riders across the country.
According to Maya, PEMEDES operators and riders will be able to access the following features and services of the fintech app:
âBy embedding financial tools directly into PEMEDESâ digital processes, the initiative aims to strengthen the delivery services sector and give riders and operators greater financial stability, protection and access to essential financial services.â
Maya
In August 2025, PEMEDES launched its AI-enabled, fully digital registration and licensing portal. DICT said that the launch aims to allow faster onboarding, automated compliance, and stronger identity verification compared to the manual, paper-based processes.
âDICT is building the architecture for a modern digital government, and Maya is proud to deliver the financial layer that supports it â from convenient digital payments to AI-driven financial tools that help Filipinos transact, save and access credit with confidence. This collaboration shows how innovation and public service can move forward together.â
Shailesh Baidwan, Group President, Maya
Recently, Maya Bank was named the âBest Digital Bank in the Philippinesâ for the third consecutive year by The Digital Banker at the Global Retail Banking Innovation Awards 2025.
Maya Bank is a digital bank integrated within the Maya app.
Aside from the award, Maya said that it also received recognition from Hong Kong-based Asian Banking & Finance and London-based Global Finance. It was also recognized among the Worldâs Best Banks by Forbes Magazine.Â
