Roblox Ban in the Philippines ‘Not Yet Off the Table’ Pending Compliance, Regulators Clarify


Despite reaching an initial consensus on safety overhauls, Philippine regulators have clarified that a potential nationwide ban on the popular gaming platform Roblox remains a possibility if the company fails to follow through on its commitments.

Following high-level meetings earlier this week among Roblox representatives, the Department of Information and Communications Technology (DICT), and the Cybercrime Investigation and Coordinating Center (CICC), authorities agreed to defer the impending April 10 ban deadline. However, officials stressed that this is a temporary reprieve pending full compliance.

“Just to clarify, that ban is not yet really off the table. It was averted, our April 10 deadline, pending compliance,” CICC Executive Director Renato “Aboy” Paraiso said in a press briefing on Wednesday.

Paraiso noted, however, that the platform’s representatives appeared cooperative during the discussions. “To be fair, they seem amenable or agreeable to everything we asked of them. It’s just a matter of how we will execute it.”

PhilSys Integration and Local Accountability

A significant development from the ongoing discussions is the government’s push for stricter, verifiable identity protocols. Paraiso revealed that regulators are discussing the potential integration of the Philippine Identification System (PhilSys) into Roblox’s age verification process to prevent minors from bypassing age gates.

Furthermore, the government is strongly urging Roblox to establish a physical office within the Philippines to ensure local accountability and a direct line of communication with law enforcement.

“We are not the only country asking for this… we are glad they are open to it. We are pending the formalization of agreements and our roadmap next week,” Paraiso added.

Proposed Safety Overhauls

On Tuesday night, the DICT announced that Roblox had agreed to implement “safety-by-design measures” to directly combat mounting concerns regarding child sexual abuse and exploitation on the platform.

The proposed operational changes discussed include:

  • Chat Restrictions: The default disabling of in-game chat functionalities.
  • Payment Controls: The default disabling of in-game payments to prevent financial exploitation.
  • Age-Gating: The complete removal of chat access for children aged 9 and below.

Due Process and Next Steps

DICT Secretary Henry Aguda emphasized that the government is adhering to strict legal protocols and due process regarding the potential suspension of the platform, which boasts millions of active Filipino users and a massive virtual economy.

“We issued a notice to Roblox. Of course, you don’t ban it immediately. You give a notice. That is how we do it at DICT. We act fast, but we also have to give them reasonable time,” Aguda explained, crediting both the agency’s legal team and Roblox’s swift response.

While Aguda acknowledged that the incoming safety features may not be entirely foolproof, regulators expressed satisfaction that the company understood the gravity of the public’s concerns.

The DICT and Roblox are expected to hold a joint press conference next week to formally introduce the platform’s new localized features.
