Galing sa Puso (GP) Party-List Files 13th Blockchain Bill in Congress

More than a month since the last one, the House of Representatives has received its 13th blockchain-related measure for the 20th Congress.

New Blockchain Bill

House Bill 5943, filed on November 12 by Galing sa Puso (GP) Partylist Rep. Jan “Atty. JP” Padiernos, seeks to establish a National Budget Transparency and Accountability System that will operate using blockchain technology. 

The proposal aims to enhance public access to government spending data and strengthen safeguards against misuse of funds.

Currently, the bill is awaiting its first reading in the House of Representatives.

In addition to the blockchain bill, Padiernos also filed a series of national measures in the 20th Congress centered on education reform, agricultural development, public welfare, and consumer protection.

His bills aim to improve teachers’ benefits, exempt electricity bills from VAT, expand support for agricultural cooperatives, widen access to tertiary education for low-income and farming communities, strengthen assistance for local farmers through tariff reforms, and establish a government body to stabilize food prices.

    Establishes an immutable blockchain framework for budget allocation and citizen oversight.
  • HB 5402 — National Distributed Budget and Governance Blockchain Act of 2025
    Creates a National Distributed Budget and Governance Blockchain System and establishes a Blockchain Budget Governance Board to modernize budget management and improve transparency.
  • SB 433 — Digital Assets Act (Refiled)
    Defines and regulates digital assets and their issuers, exchanges, and brokers under the supervision of the BSP and SEC.
  • SBN 1506 — CADENA Bill
    Formerly SBN 1330 Blockchain the Budget Bill, it aims to create a nationwide digital platform that makes all government budget transactions publicly trackable to strengthen transparency and accountability.
  • HB 421 — Strategic Bitcoin Reserve Act
    Proposes the creation of a national Bitcoin reserve to be managed by the Bangko Sentral ng Pilipinas.
