Department of Information and Communications Technology (DICT) Secretary Henry Aguda expressed support for Senator Paolo Benigno “Bam” Aquino IV’s blockchain bill, citing its potential to improve transparency in government transactions.
Blockchain Can Solve Real Problems in PH
In a statement forwarded by blockchain platform Bayanichain, DICT Secretary Henry Aguda expressed support for Sen. Bam Aquino’s push for blockchain, noting that the technology has already been adopted by banks, insurance companies, real estate firms, and even the Department of Budget and Management since last year.
“Those of you who saw Sen Bam’s advocacy for blockchain, I think that’s the right move. Just to give people ideas about blockchain, matagal na pong ginagamit dito sa Pilipinas yan.”

He also said that blockchain is expected to expand into government services and transactions.
“And soon enough, you’ll see blockchain being used in government services and transactions. That’s a good move! That shows you that technology can really address a lot of real world problems here in our country.”

The blockchain adoption by the DBM he mentioned refers to the department’s blockchain platform, launched in July 2025, developed with BayaniChain, that publishes key budget documents on the Polygon network. Accessible at blockchain.dbm.gov.ph, the system makes Special Allotment Release Orders, Notices of Cash Allocation, and related records publicly verifiable and immutable.
DICT in Web3
This year, the DICT, in partnership with YGG Pilipinas, brought the Metaverse Filipino Worker (MFW) Caravan to Palawan and Bicol, offering participants workshops, interactive exhibits, and tech showcases on blockchain, web3, and digital careers.
In 2024, the DICT also launched eGOVchain, a blockchain-based system aimed at improving transparency, security, and efficiency in government transactions. Introduced during National ICT Month 2024, the initiative is part of the agency’s broader digitalization push and is expected to protect sensitive data, reduce fraud, and streamline processes.

Blockchain the Budget Bill
On September 2, 2025, Senator Paolo Benigno “Bam” Aquino IV officially filed a bill, SBN 1330 Blockchain the Budget Bill, in the Senate proposing to place the Philippine government’s budget and financial transactions on a blockchain platform.
Announced during the Manila Tech Summit, the measure aims to enhance transparency and combat corruption by allowing citizens to track government expenditures in real time.
Aquino emphasized that the initiative could make the Philippines the first country to place its entire national budget on-chain, ensuring that every peso is accounted for and publicly verifiable. He highlighted that leveraging blockchain technology in government spending can empower citizens, strengthen accountability, and promote the responsible use of public funds, while advancing the country’s adoption of digital innovations.
